As a Technical Program Manager and Product Manager you will lead multi-functional teams providing solutions to challenging problems in the cyber operations mission domain across a broad set of Federal Government customers.
This program focuses on designing, implementing, and managing a secure, classified development network leveraging hybrid cloud infrastructure. It provides a scalable and resilient environment tailored to meet the stringent security and operational requirements of the Department of Defense. By integrating advanced cybersecurity measures, continuous monitoring, and robust access controls, the network ensures the confidentiality, integrity, and availability of classified data and systems. The program also emphasizes agility and efficiency, enabling rapid development, deployment, and collaboration on mission-critical projects while maintaining compliance with federal standards and guidelines for classified operations.
*This position will allow limited partial remote work.
Key Responsibilities:
- Technical Product Leadership
- Direct Product Ownership: Serve as the Product Manager for a 20-person execution team, utilizing Kanban methodologies to maintain agility amidst shifting mission priorities.
- Backlog & Trade-off Management: Own the feature backlog, expertly balancing the "iron triangle" of developer velocity, operational security (RMF compliance/access controls), and complex customer network integrations.
- Mission Translation: Convert ambiguous mission needs into high-fidelity technical requirements, concrete Features, and Acceptance Criteria (e.g., translating "advanced radar testing" into "SA-21 Growler digital twin integration").
- Roadmap Strategy: Define and communicate the product vision and roadmap, ensuring technical objectives are decomposed, verifiable, and clearly understood by the engineering team.
- Program Execution & Operations
- Deputy Program Leadership: Partner with the Program Manager to lead a 60-person multidisciplinary team solving complex cyberspace challenges.
- Execution Oversight: Manage program performance against cost, technical, and schedule commitments, ensuring all deliverables are accurate and documented.
- Resource Advocacy: Aggressively secure the resources necessary for team success, including staffing, hardware procurement, software licensing, and supply chain needs.
- Process Optimization: Maintain accurate execution schedules and refine internal workflows to ensure the team meets all milestones without sacrificing quality.
- Stakeholder Engagement & Influence
- Strategic Liaison: Act as the primary bridge between senior Department of Defense (DoD) stakeholders and development teams, ensuring mission-critical feedback is integrated into strategic planning.
- Advanced Communication: Drive the product narrative through expert verbal and written communication. Tailor complex technical messages for diverse audiences, from internal developers to high-ranking senior officials.
- Persuasive Diplomacy: Anticipate stakeholder objections and build consensus for new points of view or strategic pivots, ensuring buy-in at the highest levels of leadership.

Qualifications:
- Mission First Mindset
- Active TS clearance with SCI eligibility
- 5+ years of Project/Program Management experience overseeing solution development within Cloud, Software, or Cyber Operations for Federal Government/DoD customers
- 4+ years of experience as a Product Manager or Product Owner with deep proficiency in Kanban or Scrum methodologies and Jira (or equivalent) for backlog management
- Strong technical understanding of commercial cloud (AWS, Azure) and modern software delivery utilizing Kubernetes and GitOps
- Exceptional ability to translate ambiguous, high-level mission needs into granular, verifiable technical features and acceptance criteria (e.g., bridging the gap between operational "asks" and engineering "tasks")
- Ability to engage deeply with engineers on classified test range requirements, network integrations, and operational security protocols
- Demonstrated experience managing cost, schedule, and technical performance, including financial management, pricing knowledge, and resource allocation (staffing, hardware, and licensing)
- Proven experience balancing competing priorities, specifically navigating the friction between developer velocity and RMF/Cybersecurity compliance requirements
- A proactive ability to secure and manage resources in fast-paced, high-stakes environments to ensure team commitments are met
- Strong analytical skills used to anticipate bottlenecks and provide data-driven solutions to complex program hurdles

- Superior written and verbal communication skills; the ability to tell the story of the product's value to both technical teams and non-technical senior stakeholders
- Bachelor’s degree in a STEM field (Computer Science, Engineering, Physics, or related technical discipline)
Preferred Qualifications:
- Relevant certifications such as PMP, AWS Certified Solutions Architect, or Agile (CSPO/PSPO)
- Experience developing cyber operations tools and and an understanding of the unique needs and concerns associated with building them, such as hardware-in-the-loop or complex network integrations
