This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.

We are currently searching for a dedicated and passionate individual to join our family at Toronto Community Housing! As a Manager, CCTV, you’ll utilize your expertise and knowledge of security design to contribute to the ongoing efforts of Toronto Community Housing to improve the neighborhoods and lives of residents of Toronto.
Reporting to the Director Smart Buildings and Energy Management, this hands-on position is responsible for the efficient management of the TCHC building security systems which include CCTV, Door Access and Intercom. This person is responsible of all aspects of the designated programs which include capital upgrades, demand maintenance and preventative maintenance programs. This person liaises closely with Planning, Community Safety Unit (CSU), Engineering and Asset Management and provides planning/budgeting recommendations in their associated discipline, resulting in the preservation of TCHC assets.
You will develop the programs and methodologies to maximize efficiencies by utilizing strong financial management, project management and strategic planning.
The candidate will possess the program management capability to deliver maintenance and construction programs/projects effectively in a fast paced environment. The candidate to possess the necessary management skills to work effectively with a wide range of stakeholders, and to supervise management, unionized staff, craft trades, vendors and professional staff.
What you’ll do
- Develop business and work plans for the designated programs to support TCHC corporate plans, direction and vision
- Establish relationships and partnerships with staff, service providers, stakeholders and clients to ensure effective communication
- Develop streamlined business processes to manage budgets, schedules and mitigate risk.
- Forecast resource requirements and recommend a flexible model including in house and market resources to manage the cyclical needs of TCH.
- Lead and resolve complex contract management and service issues to successful outcomes
- Liaise closely with the Vendor Management Team to recommend performance metrics and implement within the assigned programs.
- Recommend to the Director of Smart Buildings and Energy Management to plan and manage the program budgets including the recommendations for planning of asset extension/preservation using various analysis and forecasting tools.
- Provide annual and monthly program budget forecasts for services and expenditures Senior Management Team.
- Work closely with the Facilities Team (Planning/Engineering) to develop and recommend corporate standards through market research and industry standards
- Develop and recommend tender/scope strategies, specifications, to meet TCH standards and needs.
- Participate in capital planning and budgeting priorities with stakeholders.
- Lead complex maintenance and construction tenders through sound estimating, quoting and bidding practices, including calls for Tenders, RFQ's & RFP's and prequalification tenders.
- Manage service partners by developing service-level, operating-level and partnership agreements
- Evaluate tenders through procurement process on cost, capacity, performance and deliverables
- Recommend, Develop and implement the Key Performance Indicators as required to effectively monitor and improve operational delivery.
- Assist the Sr. Facilities Manager to develop a mentorship program in the designated discipline incorporating TCH's succession plan. Identify the individual(s) for training and development in future leadership roles.
- Recommend, Develop and implement training program and performance management plans.
- Lead, manage and mentor a diverse group of unit supervisor, support and service staff
- Contribute to the corporate development of metrics and measurement tools for performance
- Provide technical support and information to TCH, external clients, sales account managers, client care centre, consulting firms, engineers and other business units
What you’ll need
- Post-secondary education in Program/Project/Construction Management, or equivalent work experience. Preference will be given to candidates with P. Eng. (Professional Engineer), PMP (Project Management Professional) or CPTED (Crime Prevention Through Environmental Design) certification
- Minimum of 5 years of supervisory/management experience which includes mentoring, discipline, development of Key Performance Indicators (KPI’s), budgeting, etc. Experience managing unionized employees is an asset.
- Minimum of 5 years of demonstrated experience and knowledge in security design, general contracting and program/project/system management within the Security Systems field.
- Minimum of 4 years working experience of Network design and principles.
- Thorough knowledge of the Security Systems/Maintenance principles, methods, materials and equipment inherent to, retrofit and preventive maintenance
- Ability to work within a highly political environment
- Good technical knowledge of the theory, principles and practices of site service, Security Systems/Maintenance
- Ability to manage in a unionized environment and flexibility to attend weekend and evening meetings with clients, customers and business associates.
- Knowledge of federal, provincial and local regulations and legislation (i.e. Building Codes, Occupational Health and Safety Act, Construction Lien Act, MFIPA etc.) and TCH policies and procedures
- Familiarity with budgeting in order to establish economically viable maintenance programs and to evaluate financial impact of new measures and technology.
- Knowledge of contract administration in order to resolve contract problems
- Analytical skills to identify problems and areas requiring study to recommend appropriate procedures
- Excellent communication skills (interpersonal, oral and written) in order to liaise with staff and prepare reports
- Sound interpersonal skills and leadership capabilities. Resourceful and able to present solutions to clients, other managers and vendors.
- Experience with microcomputers and software packages such as Microsoft Word, Excel Microsoft Project, etc.
- Working knowledge of Labour and Race Relations, Codes, Standards, Legislation, Regulations, jurisdictions and Acts including the Occupational Health and Safety and the Construction Lien Acts for construction projects and CCTV Privacy guidelines.
