Job Description
ITT Project Management & Delivery Director
Under the administrative direction of the Chief Digital Transformation Officer (CDTO), the Information Technology and Telecommunications (ITT) Project Management and Delivery Director will provide strategic oversight and direction for every technology project, change, and product to ensure continuous improvement to the End-user Experience. They will oversee the portfolio of projects and technology services for priorities that span across the Airport as well as help ensure the successful delivery of complex, multi-faceted projects involving internal/external resources, cross-functional teams, and a variety of project funding sources.

- Oversee and manage the delivery of ITT technology projects that advance airport strategic goals, including operational efficiency, non-airline revenue growth, enhanced passenger experience, and support for capital improvement initiatives. Lead the strategic direction of Airport Technology to ensure all projects are aligned with organizational priorities and executed successfully. Direct Managers that support the day-to-day IT operations, ensuring projects are delivered on time, within budget, and meet defined quality standards through the use of performance metrics and continuous improvement frameworks.
- Provide strategic oversight of ITT project management and delivery, ensuring alignment with airport goals while maximizing budgetary efficiency and economic impact. Lead the planning and execution of technology initiatives that enhance operational performance, increase non-airline revenue, and elevate the passenger experience. Implement governance frameworks and performance metrics to ensure fiscal accountability, cost containment, and return on investment across the ITT portfolio.
- Optimize capital and operational expenditures by leveraging scalable technologies such as smart infrastructure, IoT, and cloud platforms, reducing long-term maintenance costs and improving service delivery.
- Establish and formalize governance, project and portfolio management, and service delivery management. This includes implementing a portfolio tool that includes: a central repository of technology projects, executive dashboards, systems to manage technology change, performance metrics, and training curriculums.
- Implement governance structures to ensure transparency, accountability, and alignment with public sector mandates. Collaborate closely with cross-functional project teams, internal clients, and external stakeholders to define objectives, develop comprehensive project plans, and allocate resources effectively. Leverage emerging technologies such as smart infrastructure, passenger analytics, IoT, and cloud-based platforms to modernize airport systems, improve service delivery, and support data-driven decision-making.
- Provide strategic leadership in developing and implementing transparent, citizen-focused frameworks for prioritizing ITT initiatives and optimizing resource utilization across the public sector enterprise. Champion continuous improvement in project intake, evaluation, and work request processes to ensure alignment with agency mandates and public service goals. Oversee cross-functional resource planning and budget stewardship to drive operational excellence, fiscal responsibility, and equitable service delivery across the ITT portfolio.
- Provide visionary leadership for the ITT Project and Delivery function, driving the successful execution of complex, multi-agency technology initiatives that advance public service outcomes. Act as a catalyst for organizational change by aligning project delivery with strategic priorities, policy mandates, and community needs—ensuring every initiative contributes to a more responsive, efficient, and equitable government.
- Direct and lead enterprise-level product analysis for technologies delivered across the public sector ITT portfolio. Develop and maintain strategic roadmaps for system implementations, and upgrades to ensure financial investments are optimized and aligned with industry standards, vendor product lifecycles, and long-term agency objectives. Drive informed decision-making by evaluating technology performance, sustainability, and future readiness, ensuring that solutions support mission-critical outcomes and deliver measurable public value.
- Lead cross-functional teams through the full lifecycle of digital transformation programs, applying rigorous governance, agile delivery methodologies, and stakeholder-centric planning. Facilitate strategic decision-making and consensus-building across executive leadership, enabling timely, data-informed choices that balance innovation with accountability.
- Strive for continuous service delivery improvement by conducting surveys, interviewing stakeholders, and providing qualitative and quantitative analysis.
- Foster a culture of innovation and excellence by encouraging problem-solving, questioning norms, and supporting new ideas in a safe environment.
- Lead the continued advancement of growth maturity of Project Management and Delivery function and personnel.
- Perform other functions outlined in 0941 Manager VI (0941).
Qualifications
Minimum Qualifications
Education
Possession of a Bachelor’s degree from an accredited college or university in Business Administration, Engineering, Strategic Planning, Project Management or other closely related program;
AND
Experience
Six (6) years of managerial experience in project management, change management, risk management, or a closely related field, all of which must include supervisory experience.
Substitution
Education Substitution: Additional qualifying experience as described above may be substituted for the education requirement on a year-for-year basis up to two (2) years. (One year of work experience is equal to 30 semester units or 45 quarter units).
One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications:
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:
- Possession of a Project Management Professional (PMP) certification or Program Management Professional (PgMP) certification or a similar certification from a recognized industry organization such as the Project Management Institute (PMI).
- Experience managing large technology projects, preferably in the aviation industry.
- Experience managing strategic planning, innovation and/or change management projects, preferably in aviation and/or technology environment.
- Public sector experience in change management, technology implementation, risk management, including risk assessments, enterprise risk management, and/or controlled self-assessment.
- Demonstrated experience building a team and service model to deliver strategic planning, innovation, change and risk management projects and initiatives in a public sector environment.
- Demonstrated strong analytical, planning, organizational and presentation skills and abilities.
- Strong verbal and written communication skills.
- Experience working in a large utility with significant capital investment.
- Advanced experience with Microsoft Office desktop applications (i.e., Excel, Word and PowerPoint).

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. The duration of the eligible list resulting from this examination process will be six months and may be extended with the approval of the Human Resources Director.
