IT STEM Summer 2026 Internship
The City of Virginia Beach Department of Information Technology’s College STEM Internship Program is designed to recruit diverse college students majoring in Information Technology, Computer Science, Information Systems, Data Science, Business Analytics or related discipline. The program provides flexible work experiences to assist students in making connections between textbook knowledge and real-world experiences. We are seeking talented who demonstrate excellent problem solving, analytical, written, oral communication, and interpersonal skills.
Eligibility: Must be a currently enrolled student (in an associate's, bachelor's, master's degree or PhD program) and be in good academic standing as determined by the school, college, or university.

Expected Duration & Schedule: Candidates will work a 20–40-hour internship between the hours of 8:00 am to 5:00 pm EST, Thursday - Wednesday for up to 13 weeks (May 21, 2026 – August 19, 2026). Normal work hours may vary depending on the position. Flexibility for school schedules and planned time off is allowable. Internship positions may be in person, remote (within VA and NC), or a combination of both. Interns are responsible for their own housing and transportation.

Business Intelligence & Data Science:
The selected Interns will contribute to the City's Strategic FY26-27 Focused Action Plan, supporting initiatives in People, Places, and Partnerships. Projects may involve working with sensor technologies—including satellite and in-situ Internet of Things (IoT) sensors—applying geospatial analysis, machine learning, artificial intelligence, and cloud platforms at both global and regional scales. The City fosters innovation through smart city and cloud technology competitions and offers internships that translate academic knowledge into practical applications. The Data Science team collaborates with city, state, federal agencies, and university partners to strengthen community resilience by providing interns with valuable tools and real-world problem-solving experiences.

Ideal / Preferred Candidate:
- An Undergraduate rising senior or graduate student pursuing degree(s) in Computer Science, Data Science, Business Analytics, or similar field of study.
- A basic background in data analysis and programming skills
Cybersecurity:
The selected intern will support the City’s cybersecurity team and enterprise security operations by researching vulnerability and threat information. Responsibilities include assisting with the generation of reports for cybersecurity metrics and participating in initial discussions regarding security architecture and product design. The intern will be exposed to a variety of security concepts, including defense in-depth, risk management, cloud security posture management, vulnerability management, and metric reporting. This internship provides hands-on experience working with cybersecurity analysts and engineers who safeguard a large and complex municipal IT environment.
Special Requirement: Position requires additional Criminal Justice Information Systems (CJIS) clearance. Automatic disqualifiers apply.
Learning Objectives:

Hands-On Experience Opportunities:
- Support incident triage and threat analysis using SIEM and XDR platforms, such as Microsoft Defender and Cortex XSIAM
- Research vulnerabilities, evaluating software for security and privacy risks, and assisting with compliance reviews
- Help cybersecurity analysts monitor events, update indicators of compromise, and track attack trends
- Contribute to phishing analysis and threat-hunting activities using event and system telemetry
- Participate in digital forensics process development, including documentation and refinement of standard operating procedures (SOPs)

Enterprise Revenue Management:
The selected intern will collaborate with our Business and Systems Analysts to research technology capabilities, document solution requirements, diagnose and resolve technology service incidents in our ERM portfolio, create test scenarios and plans using tools like HP Application Lifecyle Management and engage in all phases of the Software Development Lifecycle for our business systems.
The ERM IT Solutions team will offer hands-on experience with Real and Tangible Property Assessment, Valuation and Tax systems; VMware; Payment and Collections management; video conferencing systems; and Cybersecurity/Access Management. Additionally, our data and analytics team focuses on Power BI, Tableau, and AI solutions
Job duties require relevant skills and knowledge. Assignments are determined by the supervisor based on workloads and department needs. Our portfolio emphasizes IT solutions for Tax Assessment and Billing technologies supporting City departments such as the Treasurer, Commissioner of the Revenue, and Real Estate Assessor.
Learning Objectives:
Systems Analyst will develop experience in planning, executing and deploying large detailed system upgrades.
Business Analyst will develop experience with IT Request Management, IT Work Intake, Business Discovery and Analysis, and IT Governance
Data Analyst will work closely with our Data and Analytics group focusing on Power BI, Tableau dashboards, data transformation, SSRS Reports and A.I. initiatives
Duties:
- Develop professional experience with software development life cycle management documentation.
- Conduct systems analysis in support of IT Solutioning, requests and incidents for our business systems
- Learn about managing large business systems in a Software as a Service (SaaS) cloud environment and the management of vendor partnerships for Commercial Off the Shelf (COTS) solutions.
- Learn about IT organization processes/functions like Service Desk, IT Service Management, Change Management, Project Management, and Application Lifecycle Management.
- Learn about and develop skills in support of IT as a service provider organization. If desired during the internship there will be opportunities to work across core team verticals
Health & Human Services - IT Solutions:
The selected intern will assist Business and Systems Analysts in researching technologies, documenting requirements, diagnosing and resolving incidents, and creating test scenarios with tools like HP ALM. Intern will participate in all phases of the SDLC for our business systems and gain hands-on experience with mobile device management, VMware, telehealth, video conferencing, and Cybersecurity/Access Management. Additionally, they will work with our data and analytics team on Power BI, Tableau, and AI solutions.
Job duties will require various skills and knowledge, with assignments determined by the supervisor based on workload and department needs. Our IT portfolio focuses on Human Services technologies supporting Behavioral Health, Developmental Services, Social Services, and Criminal Justice Diversion programs.

Ideal / Preferred Candidates:
- Rising senior pursuing an undergraduate degree in Computer Science, Business/Data Analytics, Mathematics, Statistics, Computer Engineering, Business Administration, Project Management, or related field. More specifically, a related field in our Human Services portfolio could be public healthcare, social services, and criminal justice.
- The candidate will possess strong written and verbal communication skills, a positive attitude, and a willingness to learn.
IT Service Management:
The selected Intern will support IT Service Management’s team in the development, design, documentation, optimization, and automation of IT service management processes with the ServiceNow platform. The intern will work closely with the IT Service Management Team to gain hands on experience in enterprise service management, workflow automation, translating ITIL principles into practical workflows and reporting.

Specific Duties Include:
- Help design and implement workflows and form
- Participate in testing and validation of new or enhanced ITSM processes

- Assist with data quality and alignment
- Assist with transitioning project related data from Planview PPM Pro to ServiceNow Strategic Portfolio Management tool.

Public Safety
The selected Interns will work Systems Analysts within members of Information Technology and Public Safety departments; Virginia Beach Fire Department (VBFD), Virginia Beach Emergency Medical Services (EMS) Department, Virginia Beach Police Department (VBPD), and Virginia Beach Sheriff’s Office. Interns will collaborate with our Business and Systems Analysts to research technology capabilities, document solution requirements, diagnose and resolve technology service incidents in our ERM portfolio, create test scenarios and plans using tools like HP Application Lifecyle Management and engage in all phases of the Software Development Lifecycle for our business systems.
Special Requirements:

Upon hire, Interns will complete required training to work with Law Enforcement and Virginia Department of Criminal Justice (DCJS) data and systems.

Roles & Responsibilities:
- Support the Systems Analyst and IT Contacts in drafting business and project documentation.
- Develop test and support plans for new systems being implemented, as well as for existing systems that have little to no documentation.
- Perform gap analysis on new and existing applications and develop proposals on how to remediate the gaps.
- Along with the City’s AI team, develop a strategy for AI adoption for Public Safety Departments.
- Support Core Public Safety Agencies with Business Capability Mapping and documentation in support of the development of departmental strategic plans.
- Provide data analytical support with the data teams within City IT and Core Public Safety agencies.

The selected Intern will collaborate with the QA-APM team in supporting all Application Portfolio Management disciplines and initiatives.

- Learn the basics of The Open Group Architecture Framework (TOGAF).
- Develop business communication, writing, and analytical skills.
- Gain knowledge and experience learning Application Inventory Tool.
Specific Job Duties:
- Review existing business processes and establish metrics to improve business processes
- Participate in the Application Portfolio Management team meetings and ensure that the solutions are compliant with target-state application inventory

Unified Communications
The selected intern will assist the Unified Communications team maintain the City’s Cisco Communications and Webex platforms and ensure seamless communication and collaboration across the enterprise by helping staff research technologies, document requirements, diagnose and resolve incidents, and create test scenarios. Intern will participate in all phases of the SDLC and gain hands-on experience with unified communications, audio visual and IT room design, system maintenance and security.
